Fallout Shelter?

Curiously, Bodie Island Light had a fallout shelter sign in it. The staff didn't know when I asked where the supplies were kept, and I can't imagine that it could have been a shelter for very many people. Short of sleeping on the stairs, there's not much space inside the lighthouse, and not much storage space for fallout supplies, since most of the limited storage space was likely used for active usage supplies.
